Both of these seem wrong. 1) (as a statement) There are packets of sugar in the cupboard. / There are some packets of sugar in the cupboard. (or as a question) Are there any packets of sugar in the cupboard? 2) Is there any flour in the bag? In theory, you can turn any statement into a question just with intonation (or a question mark, when written), but "There is any flour in the bag?" just sounds/reads very awkward.

Both are incorrect. The correct ones are: 1. **Are there any packets of sugar in the cupboard?** 2. **Is there any flour in the bag?** The word "any" is used with plural nouns, so we need to use the plural verb "are" in the first sentence. The word "any" is also used with uncountable nouns, so we need to use the singular verb "is" in the second sentence.
